The Three Cyber-War Fallacies
Abstract:
Many sources for cyber strategy and policy that affects it focus on three facets of the cyber domain:
- Cyber attacks are asymmetric.
- Cyber attacks are unattributable.
- Cyber attacks are non-kinetic.
- None of these is true. This talk explains why.
