It must be totally different from any existing one.
An then not to look as an extension of communication or money management offers
It must apply to immense populations
And possibly with some international possibilities
It must offer a high level of security for services providing
It must require a high level of personalization
But present a common standardized kernel for applications
Especially for shared data and functions (encryption, data management and communication
It must be sufficiently cheap for being distributed for free
Providing that the cost will be moved to the services themselves
Or that the service provider will save a lot of money by using a card.
I must be socially accepted
It must offer real services to the customer
and not only money saving or security to the service provider
It must be compulsory to access offered services
But must provide facilities for stolen or lost cards.
It would be preferable to think about a multi-application card
but with one main issuer.
Any technical or application failure must be guaranteed by the card issuer
